CONSULTANCY - TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.

Digital Marketing Consultant (International)

BACKGROUND

UNRWA is currently seeking to expand its Private Sector Partnerships and in particular its digital fundraising team. The External Relations Department (ERD) is currently seeking to recruit a full-time, engaged and motivated Digital Marketing Officer to join the dynamic Private Partnerships team at Headquarters for an exciting opportunity in an international environment. The consultancy offers multiple opportunities for contributing to UNRWA’s engagement with private partners.

DESCRIPTION OF DUTIES AND RESPONSIBILITIES

Working under the supervision of the Chief Private Partnerships Division in the External Relations Department, the Digital Marketing Officer will serve as the main focal point on digital fundraising and she/he will be responsible for planning, rolling out and reporting on proposed campaigns/digital outreach. The Digital Marketing Officer will guide the content creation of other members of the team to ensure that it is aligned with social media and UNRWA Communications plans before presentation for final approval. The Digital Marketing Officer will lead the team’s work and is responsible for regularly reporting to the Head of Private Partnerships. Digital Marketing Officer will be performing the following tasks:

· Leads the development and implementation of the digital marketing strategy, in cooperation with Communications and Partnerships staff;

· Serves as the main focal point on digital/individual fundraising.

· Oversees the budget for digital fundraising and ensures that spending is aligned with forecasting;

· In coordination with the Communications Department (CD), creates content and creative messaging for public fundraising, including audio-visual content, written stories, donation appeals, as well as any other issue that requires coordination on individual giving and digital fundraising with CD;

· In cooperation with the digital and individual giving team, identifies campaign opportunities, builds major and mini campaign strategies, and develops the content for campaigns;

· Advises the Chief Private Partnerships on all digital and social media developments including on potential outreach, risks and challenges;

· Works closely with the Partnerships team to propose digital advertising budgets and spending plans, and monitor spending accordingly;

· With input from the digital and individual giving team, reports regularly on digital results and works with the Division on reports that highlight outreach and return on investment;

· Conducts regular research on potential social media outreach opportunities globally for the Agency including major platforms such as Facebook, Instagram, and Twitter;

Works in conjunction with Partnerships Division colleagues and the website manager on the planning and roll out of additional major features to the UNRWA donations website;

· Other duties as assigned.

MINIMUM QUALIFICATIONS AND EXPERIENCE

· A university degree from an accredited educational institution in marketing, social sciences, public relations, communications, or a related discipline.

· Minimum 4 years of progressively responsible experience in relevant areas of work which would include either digital fundraising, campaign management, or social media marketing and advertising.

· Minimum of 2 continuous years of relevant international experience outside UNRWA’s areas of operations and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number.

· Experience in the non-profit sector or with a UN agency

· Experience in preparing reports on campaign outcomes, and the ability to understand and analyse marketing data.

· Experience with email marketing software, tools, and tactics

· Ability to use design software

COMPETENCIES

· Excellent writing skills, and the ability to craft engaging content

· Communications, presentation and writing skills with attention to detail.

· Self-motivated, creative, willing to take initiative.

· Ability to follow through on tasks and handle multiple projects concurrently.

· Ability to work in a fast-paced environment to meet deadlines.

· Excellent command of written and spoken English.

DESIRABLE QUALIFICATIONS

· Understanding of UNRWA operations and its beneficiaries.

· Experience in the Middle East

· Basic skills in front-end website management (html)

· Competence in fundraising databases, preferably Salesforce

· Masters’ degree in a related field

· Previous humanitarian campaign experience.

CONDITIONS OF SERVICE

· The duration of the consultancy is 11 months with an expected start date of as soon as possible.

· The remuneration for this consultancy is $5,200 (equivalent to P2 level).

· The Consultant is preferably be based in Amman but with the possibility to work remotely, preferably in a Near East time zone.
