CONSULTANCY - TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5.5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.**

Consultancy – Change Manager (INSPIRA) Consultant, HQ Amman, Jordan

BACKGROUND

UNRWA and the UN office of Information and Communications Technology recently signed an agreement to deploy the UN Secretariat's Inspira Application for UNRWA.

INSPIRA, known to many who have applied to UN vacancies online, is the United Nations’ Talent Management Application, a web application that includes Recruitment, Performance, Learning Management and Consultant selection. The initial phase of the project will see the implementation of Inspira’s Recruitment Module. It is expected to kick-off the project with a go live date by mid 2020 giving the agency visibility to a wider pool of candidates, with a potential of a second phase that will look at implementing the other Inspira modules for the Agency.

Description of Duties and Responsibilities

Under the direct supervision of the Head Recruitment Section and in close coordination with the Business Service Manager (BSM) under the Information Management and Technology Department (IMTD) assigned to the HRD, the consultant will be expected to carry-out the following duties and responsibilities:

· Leading the Enterprise Change Management strategies, processes and methodologies required to successfully implement the project including feedback mechanisms;

· Coordinating timelines and roadmap as well as project co-ordination;

· Participating in the writing of business requirements, user stories as required by the technical teams;

· Defining and communicating requirements, ensuring clarity of understanding of deliverables

· Mitigating risks and preparing management plans during the business process reengineering;

· Providing project insights and feedback through data collection and analysis;

· Providing regular progress updates and follow-up meetings;

· Acting as an intermediary and following-up between both project teams;

· Establishing feedback mechanisms for the successful implementation of the project;

· Facilitating prototype reviews and UAT, as well as supporting training delivery;

· Developing staff training materials and onboarding strategies, programmes and content;

· Developing the requisite communication strategies, activities and content;

· Working with IT/vendors to estimate, implement, and build the right features/ enhancements/ break fixes and thoughtful end-to-end solutions;

· Taking ownership for a successful product outcome and anticipating needs across HR functions, system development/IT, HR operations, and production support teams. More specifically, communicating, collaborating and partnering with the following teams:

· UNRWA and Inspira project teams regarding strategies and approaches;

· UNRWA HR teams, in order to align change and communications strategies;

· UNRWA teams across disciplines, to effectively coordinate and design multi-departmental change strategies.

minimum Qualifications and Experience

· A university degree from an accredited educational institution in Human Resources, Business management, IT or related field;

· At least six years of relevant experience in change management and IT with HR business process management;

· Certifications in project management (Prince2 or PMP)

· Good understanding of IT services including Application development, Network infrastructure and Hosting.

· Demonstrated track record of managing and leading organizational transformations;

· Excellent command of written and spoken English.

● Detail oriented, analytical and demonstrates an ability to work in a dynamic environment;

● Self-directed with proven ability to make mature decisions.

dESIRABLE QUALIFICATIONS

● Previous experience with other UN agency;

● Fluency in spoken and written Arabic;

● Previous experience working in the Middle East.

ADDITIONAL INFORMATION

May be required to travel in the Agency’s areas of operation.

CONDITIONS OF SERVICE

· The duration of the consultancy is 6 months with the expected start date 1 April 2020;

· Remuneration for this international consultancy will be at P-3 level and will depend on the qualifications and experience of the candidate;

· The consultant will be based in Amman, Jordan.
