CONSULTANCY - TERMS OF REFERENCE
UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.
Consultant - Partnerships Officer – Private Sector Engagement

BACKGROUND
In November 2018, UNRWA announced the establishment of a Strategic Partnerships Division within the External Relations and Communications Department in order to expand on achievements and potential new partnerships for the Agency.
Description of Duties and Responsibilities
· Under the guidance of the Director and Deputy Director of Strategic Partnerships, provides advice on the drafting of an action plan for engagement with the private sector, particularly in the Middle East and emerging markets;
· Liaises regularly with private sector actors, providing information on specific partnerships modalities with UNRWA;
· Reports on trends in the private sector that would affect the work of the Division including advising the Director and Deputy Director on challenges and proposals for mitigating measures;
· Supports the development of dynamic messaging for the private sector that captures the critical work of UNRWA in service delivery and the need for the private sector to support the Agency’s core programmes;
· Prepares talking points and presentations for the Division related to private sector engagement;
· Regularly provides input on the results-based monitoring and evaluation framework for the Division’s work on private sector engagement.
minimum Qualifications and Experience
· A university degree from an accredited educational institution in a related field such as business administration, marketing, social sciences, public relations, communications;
· At least 4 years of experience working in the field of communications, business marketing or partnership development in the private or public sector;
· Excellent command of spoken English and Arabic.
COMPETENCIES
· Communications, presentation and writing skills with attention to detail;
· Self-motivated, creative, willing to take initiative;
· Ability to follow through on tasks and handle multiple projects concurrently;
· Ability to work in a fast-paced environment to meet deadlines.
dESIRABLE QUALIFICATIONS
· A third official language of the UN is desirable;
· Understanding of UNRWA operations and its beneficiaries;
· Previous humanitarian campaign experience.
CONDITIONS OF SERVICE
· The duration of the consultancy is 12 months with the expected start date of 1 January 2019;
· Remuneration for this consultancy will depend on the qualifications and experience of the candidate;
· The incumbent will be based in Amman.
