TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.

Consultant – Communication Coordinator, Beirut

Description of Duties and Responsibilities

· Providing strategic and technical communication support to the Education Program over the implementation of ongoing EU-funded projects, in coordination with the Donors Relation Unit (DRU) and the Public Information office (PIO).

· Initiating and implemeningt awareness and public information strategies and campaigns.

· Disseminating, distributing and publish information supporting the project and UNRWA's work and activities.

· Implementing visibility activities.

· Establishing media contacts in Areas (as relevant) in close coordination with Public Information office.

· Supporting the Education Program to assist the Public Information office and the Donors Relation Unit in field visits of donors and partners to Areas, where relevant.

· Arranging, coordinating and facilitating community events and events related to Education and Technical Vocational Educational Training, including focus group/community meetings, in close coordination with Public Information office.

· Creating and supporting initiatives that will increase community awareness of project activities; for example, by arranging exhibitions of photos, maps and display items.

· Designing posters and visibility material and amend existing designs.

· Supporting in creating content and in monitoring the web pages and Facebook pages interested by the project, in close coordination with Donors Relation Unit and Public Information office

· Proactively and regularly updating the progress of project’s activities, through meetings and documents, with the Project Manager and the Donors Relation Unit.

· Assisting the Project Manager in providing visibility to the donors by setting up signboards, writing press releases and interest stories, organizing ceremonies, events, and other project-related activities.

· Ensuring that all above communication and visibility initiatives, projects and activities are targeted at pre-identified audiences and contain tailored messages.

· Ensuring, where possible, that communication and visibility activities are effectively monitored, and that impact is properly evaluated.

minimum Qualifications and Experience

· Bachelor degree from an accredited educational institution in media and communications, journalism, public relations and/or social sciences;

  • Three years of experience in public information and/or public relations.
  • Proven experience in conceptualizing and designing of communications and outreach materials, and/or on social media.
  • Excellent command of spoken and written English

Competencies

· Excellent working knowledge of relevant computer applications, including Illustrator, InDesign and Photoshop;

· Very good communication skills;

· Deciding and initiating action;

· Relating and networking;

· Planning and organizing;

· Coping with pressure and setbacks;

Desirable Qualifications

· Knowledge of UNRWA and the EU communication/visibility guidelines is a plus;

· Critical eye on event planning with previous experience in events is preferable.

CONDITIONS OF SERVICE

· The consultant will be based in Lebanon;

  • The duration of the consultancy is 11 months (extendable according to performance and availability of funds)
  • Monthly remuneration: $3000 USD
