TERMS OF REFERENCE
UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.
Consultant – Education, Relief and Social Services Coordinator, Beirut
Description of Duties and Responsibilities
· Be responsible for the effective and efficient project management of the Education and Relief components of the (MADAD) project at the Lebanon Field Office (LFO) including:
· Ensuring the project is implemented in line with the monitoring and evaluation framework and work plan of the projects; monitoring the impact and progress of the projects and designing and implementing changes where corrective measures are required;
· Administering the project’s Lebanon share of the Education and Cash Assistance budget; reviewing budget expenditure and ensuring that it is within the frame of the project financial resources, managing appropriate accounting system for the projects in coordination with relevant finance staff;
· Preparing the education and cash-assistance inputs for the projects’ quarterly, annual and final reports and ad hoc, informal updates to a range of stakeholders through the Project Manager;
· Mentoring staff and selected stakeholders within UNRWA’s Education and Relief departments to ensure implementation and reporting are in line with donor requirements.
· Work within the organizational structure and mandate of the UNRWA Lebanon Field Office to accomplish the project, including:
· Developing and maintaining productive working relationships with project stakeholders and team members within Education and Relief departments to ensure the smooth implementation of the project;
· Coordinating activities with service and project departments to ensure the impact of the project on regular operations is minimized.
· Support the department in implementing and monitoring the Education in Emergencies strategic response to the Syrian Crisis in line with the set approach aiming at integrating Palestinian Refugees from Syria (PRS) children into UNRWA’s LFO Education System, including:
· Supporting in the preparation for the interagency appeals for funds – Lebanon Crisis Response Plan (LCRP);
· Participating in sector working group and other coordination meetings;
· Collaborating with Programme Support Office (PSO) for the preparation of the Syria Emergency Appeal and report on the set indicators.
minimum Qualifications and Experience
· Bachelor degree from an accredited educational institution in Education, Educational Management, Managerial, Political or Social Science Development Studies or related field;
· At least Six years of professional work experience in project management, preferably in education and/or cash assistance projects;
· Previous work experience in refugee settings, preferably with UN organizations, or other relevant international non-governmental organizations (NGOs);
· Excellent command of written and spoken English.
Competencies
· Ability to develop clear goals and prioritize activities and assignments;
· Effective working relationships with others in a team environment and with people of diverse backgrounds, culture and nationalities;
· Ability to establish and maintain effective relationships with colleagues, other staff, outside collaborators, including NGOs, academia, private sector and government departments;
· Experience and ability to devise, manage and analyze accounting systems and budget management;
· Ability to develop, manage and implement monitoring and evaluation frameworks in project environment.
Desirable qualifications
· Knowledge of UNRWA Rules and Directives;
· Prior experience with a UN organization, NGO, or donor government, including experience in managing EU funded projects;
· Experience with relevant computer applications including word processing, spreadsheets and database packages.
CONDITIONS OF SERVICE
· The consultant will be based in Lebanon;
- The duration of the consultancy is 11 months (extendable);
- Remuneration for this consultancy is an equivalent of P3 and will depend on the qualifications and experience of the consultant.
