CONSULTANCY - TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is seeking to employ a qualified:

Fundraising Consultant - Headquarters Amman

BACKGROUND

Under the overall guidance and supervision of Arab Partnerships Unit (APU) Senior External Relations and Projects Officer and APU Director, the incumbent will be responsible for supporting fundraising activities of the Arab Partners Unit. In particular, the incumbent will help develop existing partnerships, explore the establishment of new ones, research and approach new sources of funding in countries under APU responsibility. In coordination with Field Office staff, the candidate will also ensure the smooth implementation of projects funding by Arab donors including visibility requirements.

DESCRIPTION OF DUTIES AND RESPONSIBILITIES

· Research potential new donors in Gulf countries and/or Arab region;

· Develop proposals for new donors and existing ones;

· Draft correspondence for the purpose of fund-raising and advocacy;

· In coordination with the Senior External Relations and Projects Officer, provide talking points and briefing materials for senior management as requested;

● Re-package and disseminate (and develop where required) marketing and fundraising materials (include briefs, stories, and the like) for existing and new donors;

· Contribute to the implementation of APU’s fund-raising strategy by gathering intelligence on selected donors; developing and strengthening contacts with donors at capital and local level as requested by SERPO and APU Director; exploring and undertaking resource mobilization initiatives; contributing to fund-raising documents including appeals and Department’s reports;

· Gather market research on target countries and donors to assess their fundraising potential for UNRWA; actively pursue innovative avenues of cooperation for funding opportunities; help develop country strategy papers and associated work plans in close coordination with senior APU colleagues to implement these plans; Liaise with Field Offices and donors for the preparation of proposals; review final drafts of proposals for submission to donors and draft correspondence relating to submission of reports, including use of savings and interest and other related issues;

· Liaise with the Finance Department and the Programme Directors to verify information and clearances of proposals for submission to donors;

· Provide guidance to Field Offices and Headquarters Departments to enhance the quality of proposals and report writing;

· Work with Finance Department, Field Offices and Programme Departments to ensure timely submission of progress and final reports; consult with donors on requests regarding extension or modification of projects, if any;

· Ensure proactive coordination with concerned Departments, Field Offices and Representative Offices on contributions, donor-funded projects and external relations activities and ensure timely follow-up.

Minimum Qualifications and Experience

· Masters Degree from an accredited educational institution in political science, international relations, business or public administration, law, economics, development or humanitarian studies or a related discipline;

· At least 3 years experience including fundraising or a related field;

· Significant experience in the development of communication and fundraising/marketing materials;

· Excellent command of written and spoken English and Arabic.

COMPETENCIES

· Ability to plan and prioritize the work under tight deadlines and handle multiple concurrent activities;

· Positive attitude and strong analytical, interpersonal and communication skills;

· Proven ability to exercise initiative;

· Proficiency in using computer applications, including Excel, MS word, and Power Point.

DESIRABLE QUALIFICATIONS

· At least one year of international experience outside one’s home country working for an international NGO or UN agency on fundraising would be viewed favourably;

· Sound knowledge of UN system and/or humanitarian/development assistance programs;

· Experience in the Gulf and/or Arab region would be an asset.

CONDITIONS OF SERVICE

· The duration of the consultancy is 6 months with the possibility of an extension, and an expected start date of 1 September 2018.

· Remuneration will be between USD 4,500 – 6,000 depending on the qualifications of the candidate.

· The incumbent will be based in Headquarters Amman, Jordan.
