TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of 5.8 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff.

Reproductive Health and GBVConsultant - HQ Amman

BACKGROUND

Adolescents’ health is addressed as an important issue within the Sustainable Development Goals (SDGs). UNRWA’s health services are provided to Palestinre Refugees through a net of 143 health centers across five fields of operation, and through the new Family Health Team approach, youth health is considered an integral part of family health. Young Palestine refugees are in need of education and support in making healthy life choices.

In 2007, UNRWA adopted an Agencywide Gender Policy, based on a twin track approach which associates gender mainstreaming in all services and targeted interventions with the aim of reducing gender gaps in UNRWA’s services. In 2009 UNRWA started systematizing the work to end Gender Based Violence (GBV) and built referral systems for survivors’ access to services. Since 2009, UNRWA staff were trained on GBV. However, the coverage of the number of trained staffs or HCs covered is limited, and new staffs as well as previously trained staffs wil need to refresh/improve their understanding on GBV. UNRWA recently joined the “Call to Action for Protection from GBV in Emergencies,” which will reinforce UNRWA’s commitments to address GBV including in emergencies and the mainstreaming of GBV response and prevention in its programs. The Health Department is working with the Gender Section in the Protection Division at UNRWA to make sure that the training component in this project is aligned with the Agency-wide capacity building efforts to build GBV response and prevention.

UNRWA’s referral system is built on a multi-sectoral approach which brings together the different programs and services within UNRWA in addition to partnerships with external service providers to offer holistic support to GBV survivors. Given the regular interaction between health staff and the refugee community, the involvement of health staff in the GBV referral system is important for the identification and appropriate referral of GBV survivors. As such, internal health protocols and technical guidelines are to be developed and implemented within the Agency to better systemize the identification and referral of GBV survivors by UNRWA health staff.

Description of Duties and Responsibilities

Purpose:

The Reproductive Health and GBV Consultant will develop technical guidelines including internal protocols for UNRWA health staff to systemize GBV identification and referral as part of their daily interaction with patients. The Consultant will also develop a plan to implement the guidelines and train the staff on the guidelines.

Deliverables:

· Up to date technical instructions on reproductive health and GBV

· SOPs to identify and refer GBV survisors and forms for health centers to record and report on GBV cases identified within the health centers

· Training materials on reproductive health and GBV for schools and health centers

· A capacity building plan for concerned staff that takes into account change in knowledge, skills, and practice.

· Organizing a workshop to introduce and train health head of divisions on the newly-developed technical guidelines.

The consultant will report to the UNRWA Director of Health (HQ) and will work closely with the Gender Section in Amman (HQ) and the teams in the UNRWA fields of operation.

Description of duties and responsibilities:

  • Conduct meetings with UNRWA health program staff and UNRWA’s gender section and other relevant units and divisionsin HQ and fields of operations to assess existing procedures and systems related to GBV and reproductive health;

  • Develop internal protocols and technical guidelines for health staff for the identification and referral of GBV survivors;

  • Draft a plan for the implementation of the guidelines, SOPs and forms and their integration within the existing technical guidelines;

  • Organize a workshop for the introduction of the new procedures and training of heads of division on the developed material;

  • If necessary, review and adjust guidelines following the workshop.

Essential Qualifications and Experience

  • An advanced university degree in public health, social science or related area;

  • 5 years of l experience in the management of reproductive health and GBV intervention in an international context;

  • Working experience in the Middle East and in humanitarian settings;

  • Excellent planning and coordination skills, with proven ability to work within a team setting, with multiple stakeholders and in a multi-cultural working environment;

  • Fluency in spoken and written English.

DESIRABLE QUALIFICATIONS

  • Fluency in spoken and written Arabic;

  • Knowledge of the context in the Middle East and Palestine refugees.

CONDITIONS OF SERVICE

· The duration of the assignment is 3 months with possibility for extension;

· The incumbent will be based in Amman and may be required to travel to UNRWA fields of operations;

· Remuneration for this consultancy will depend on the qualifications and experience of the candidate.
