Protection for every Palestine refugee

Over 5 million registered Palestine refugees are covered under UNRWA’s protection mandate: to provide protection activities that aim to respond to the protection needs of Palestine refugees amidst increasing conflict and displacement in the region. For a wide range of reasons, Palestine refugees do not enjoy basic human rights, and the vulnerability of women and children to violence and abuse is also increasing. In recent years, UNRWA has significantly strengthened its capacity to provide protection to Palestine refugees through various initiatives. We apply a holistic approach to protection: an ‘internal’ dimension, focusing on realizing the rights of Palestine refugees in and through the Agency’s service delivery programmes, and an ‘external’ dimension involving engagement with relevant duty bearers to ensure respect for Palestine refugee rights.

In Lebanon, where approximately 270,000 Palestine refugees live, protection challenges include violence in refugee camps, lack of access to basic services, abuses and discrimination, lack of documentation, displacement and property destructions. Children are particularly exposed to high levels of violence; UNRWA closely monitors protection concerns of PRL, PRS and Palestinian non-IDs, engages in strengthening the protection network with other partners and community mobilization to positively influence existing practices, vulnerability-focused programing and the protection of children and youth, and works within the UN country team.

If you are passionate about ensuring protection for Palestine refugees in Lebanon, UNRWA would like to hear from you. In this role, you will have the opportunity to provide technical guidance to the operations/protection teams in five areas across Lebanon and to programme departments staff in LFO and in the areas.

The main responsibilitiesinclude:

· Planning for and leading the rollout and implementation of the Child Protection Framework in Lebanon Field Office, including updating and following up on the implementation of a multi-sector child protection work plan across departments and programmes;

· Providing expert advice and support to the Lebanon Field Office on child protection issues to increase the capacity of the Agency with respect to child protection, including the provision of technical assistance to OSO/Protection Unit teams in UNRWA’s five area offices in Lebanon (Central Lebanon, Beqaa, Saida, Tyre and North Lebanon Area); and providing support on child safeguarding issues and guidelines for safe identification and referral of child protection cases as well as other guidelines as part of the rollout and implementation of the Child Protection Framework;

· Providing input on child protection in UNRWA planning processes including in particular its Mental Health and Psychosocial Support (MHPSS) strategy, focusing on the design and implementation of community-based child protection initiatives and of psychosocial support activities for children and caregivers aimed at promoting well-being and positive coping mechanisms;

· Identifying child protection capacity building needs among UNRWA staff and frontlines in collaboration with UNRWA departments and providing support to develop training plans to address them;

· Overseeing the collection and documentation of accurate and timely data on child rights grave violations during armed conflict and, where necessary, overseeing the development of analysis on trends and patterns to support response strategies and advocacy;

· Drafting other key guidance documents on child protection and providing input into other relevant guidelines, SOPs, procedures and processes as needed, and in particular to ensure the development and maintenance of child protection information management collection in close cooperation with the Field Protection Officer/OSO Team Leader;

· Developing close working relationships and strategic partnership with a range of child protection system actors including national authorities, UN agencies and Lebanese and Palestinian NGOs, and representing UNRWA at the inter-agency Child Protection in Emergencies Working Group (CPiEWG) in Lebanon, and other coordination mechanisms, if relevant.

Conditions of service

UNRWA offers an attractive compensation package including annual salary starting at $58,583 net tax free with post adjustment of 50.5% (subject to change without notice). All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Other benefits, subject to eligibility, include:

To qualify for this position, you will need:

Education

A university degree from an accredited educational institution in International Law, Social Science, Social Work, Political Affairs, International Relations, or a related field;

Work

experience

At least six years of relevant work experience in the field of child protection (preferably direct implementation and management of child protection programmes as well as systems building experience), either for UN agencies or NGOs;

Language(s)

Excellent command of written and spoken English language.

Additional information:

The incumbent maybe requested to travel in the areas of the Lebanon Field.
