TERMS OF REFERENCE
UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.
Consultancy – Emergency Protection Associate (EPA)
Background
Today, it’s estimated that more than 17.000 Palestine refugees from Syria (PRS) live Jordan.
Acknowledging their specific vulnerability, through its emergency response programme UNRWA provides them with relief, social and protection services.
The irregular status of some PRS in Jordan means they endure a considerable degree of vulnerability and insecurity. The development of negative coping mechanisms among refugees is also a risk, and we are working to better identify and refer cases of child protection, gender-based violence and other serious issues.
In this context of sensitive operating environment, protection of PRS remains a priority for UNRWA in Jordan. To that end, the Agency mobilizes dedicated resources to monitor and respond to protection issues affecting PRS. To meet at best the needs, monitor the protection environment and improve the protection context for vulnerable refugees, UNRWA Jordan tracks and analyses protection cases, refers internally to appropriate Agency departments and externally to service providers, and engages with the authorities and other stakeholders on protection issues.
To lead these efforts within the Neutrality and Protection Unit, the Agency requires the services of an Emergency Protection Associate (EPA) to coordinate and manage PRS protection project implementation including activities, budget, data management and all reporting requirements. The service provider will be located in the Neutrality and Protection Unit and will work closely with field-based protection staff and the Emergency Coordination Unit. The Emergency Protection Associate will report to the Operations Support Officers Team Leader & Field Protection Coordinator (Team Leader hereafter).
Description of Duties and Responsibilities
Under the supervision of the Operations Support Officers Team Leader & Field Protection Coordinator (OSO TL & FPC), The Service Provider will:
· Ensure the smooth, efficient and quality overall management of the Emergency Protection Project of the EU-funded MADAD Trust Fund programme and all related components; coordinate specific donor reporting and respond to ad hoc requests
· Lead the project strategically to ensure meeting at best the needs;
· Manageresources/budgets and ensure optimal results and efficiency at the service of refugees; ensure required internal processes are conducted in the most efficient and result-oriented way
· Operate the team of five Emergency Protection Workers (EPWs) with and under the OSO TL & FPC, providing support and technical guidance in casework and referrals;
· Ensure quality and accuracy of data collected from beneficiaries and adequate provision protection of services, timeliness of data inputted into the information management system by EPWs; ensure their compilation, consolidation and analysis as well as the generation and production of all required reports and statistics;
· Awareness raising, dissemination and training; Identify and coordinate relevant activities to increase awareness and responsiveness by frontline staff in addressing the protection concerns of PRS; contribute directly as required
· Plan and coordinate with EPWs community outreach activities, field/home visits and other field work as per needs
· Protection interventions; draft written protection interventions and support in the presentation of oral interventions to relevant authorities on behalf of PRS
· Represent UNRWA in inter-agency meetings and other forums as required and in coordination with the Team leader
· Advocacy; provide advocacy submissions, briefings and reports and contribute to donor visits and presentations;
· Conduct advocacy as appropriate and under guidance from the Team Leader with external partners/actors on protection issues
· Any other task assigned
Essential Qualifications and Experience
· An advanced university degree from an accredited educational institution in social science, political affairs, international relations, Law, international law or a related field; or relevant equivalent field experience
· At least five years of relevant professional experience in the humanitarian / development and/or protection sector, or at least three years of international experience in the same sector with an essential focus on protection and/or emergency response.
· Two years of experience in managing, training, coaching and/or mentoring staff and team
· Proven experience in protection work, design and/or implementation of comprehensive protection responses
· Excellent command of written and spoken Arabic and English.

· Experience, capacity and willingness to conduct field work, including camp and home visits;
· Knowledge and understanding of key protection concerns faced by refugees, preferably in related contexts;
· Familiarity with relevant human rights, protection concepts, standards and best practices and frameworks;
· Valid driving license is desirable

CONDITIONS OF SERVICE
· The Individual Service Provider contract is limited duration until 30 March 2018 with highly likely extension; monthly basic salary ranges from $ 4,000 to 4,500.
· The incumbent will be based in Amman and will work at UNRWA’s Jordan Field Office, requiring undertaking regular fled travel across the country.
