­­­­­­­­­­­­­­­­­Under the direct supervision of the Director of Finance, the Chief of Treasury Division is in charge of UNRWA's Treasury, which is a separately operated unit within the Finance Department. In accordance with the established Agency policy and procedures, the incumbent will:

Primary Duties and Responsibilities

● Manage the cash resources of UNRWA and reports to Director of Finance on the cash flow situation of the Agency on a regular basis, and invest surplus funds at the highest and safest rate of return with due regard to security, liquidity and convertibility;

● Effect the disbursement of Headquarters’ funds and funding of the Field offices, providing them with advice on treasury matters as necessary;

● Prepare periodic reports on time deposits, daily cash position, exchange rates, miscellaneous income and cash flow projections, with monthly updates for information and control purposes, including a monthly review of the Fields’ Bank Reconciliations and coordinate follow-up actions;

● Initiate and implement improvements to relevant UNRWA procedures by proposing policies and procedures covering Treasury operations, and in identifying electronic banking, money transfer and balance reporting;

● Manage the Agency's banking arrangements, relations with banks and monitors services obtained; move the Agency onto on-line banking platforms where possible; this includes implementing online banking for Fields/HQs;

● Receive records and deposit incoming funds to Headquarters bank accounts; in co-ordination with External Relations and Communications Department (ERCD); follow up on the payment of outstanding pledges;

● Coordinate the weekly Cash Flow forecasting of Fields, HQs and ERCD; this includes liaising with ERP on system enhancements to the Cash Flow Module;

● Develop and implement strategies to minimise the Agency’s foreign currency exposures, including hedging using FX Derivative instruments; work closely with Accounts on the correct accounting entries for the derivative instruments;

● Serve as a member of the Provident Fund Committee, the Investment Review Committee and other committees, as required.

Professional Knowledge and Experience

● Advanced university degree from an accredited educational institution in accounting, business administration, commerce or other related discipline;

● At least ten years’ experience in the application of the knowledge acquired above, specifically in commercial and international banking and treasury management, including three years’ experience at a senior level in euro-dollar and international money market operations, as well as at least two years of international experience outside one’s home country;

● Excellent command of written and spoken English.

Competencies

● Proven skills in cash and foreign currencies management, including an understanding of Foreign Currency derivative instruments and related accounting treatment;

● Demonstrated ability to operate electronic banking systems and knowledge of standard applications;

● Excellent analytical skills;

● Ability to cope with multiple tasks effectively;

● Ability to work under difficult conditions;

● Demonstrated management skills in a multi-cultural environment;

● Ability to motivate staff;

● Excellent communication skills and an ability to work effectively with people at all levels in the organization.

Desirable Qualifications

● Experience in computerised financial systems;

● Membership of a professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Chartered Accountants (ICA) or Chartered Financial Analyst (CFA) etc.

Additional information

The incumbent will be required to travel in the Agency's area of operations in the Middle East and outside the Agency's area of operations to maintain working contacts with the Agency's bankers and investment managers.

Equivalency

When the minimum requirements are not fully met, the Human Resources Department may substitute part of the unmet requirements under UNRWA’s equivalency determination guidelines with a combination of relevant academic qualification, additional professional training and/or progressive relevant work experience. Note: Work experience alone or formal qualifications with no relevant work experience are not considered sufficient for an equivalency determination.

Conditions of Service

UNRWA offers an attractive compensation package including annual salary starting at $87,948 net tax free with dependants or $81,704 single, plus post adjustment of 47.2% (subject to change without notice). Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks of annual leave. All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Initial contract is for two years, with the possibility of further extensions subject to the availability of funds, performance and the continuing need for the post.
