In this role, you will have the opportunity to support the smooth implementation of the Resource Mobilization Strategy across the Department of External Relations and Communications and coordinate and oversee all cross-cutting functions for the Department.

The main responsibilitiesinclude:

· Under the supervision of the Director, External Relations and Communications Department, overseeing the development of External Relations and Communications Department (ERCD) work plans towards Resource Mobilization Strategy (RMS) and establishing a monitoring system to follow-up on their implementation;

· Monitoring Agency's expected cash inflows in coordination with Finance department and substantively contributing to Income and Expenditure planning and meetings;

· Supporting the ERCD management team’s collaboration and integration towards RMS implementation, in particular through planning, budgeting and monitoring the department activities;

· Developing and delivering internal communications in support of Resource Mobilization Strategy implementation within ERCD, with Representative Offices, and across departments and fields;

· Developing processes and systems to ensure that ERCD staff and units function coherently and contributing effectively to UNRWA’s external relations and resource mobilization goals;

· Supporting the Director on coordination with the Executive Office (EO), the Planning Department, Representative Offices, Field Offices and others on issues of relevance for ERCD including emergency preparedness, harmonization of donor reporting, and drafting and clearance of external reports;

· Providing direct supervision and overall guidance to the Contributions and Projects Units in Gaza;

· Working closely with the Director in managing and supporting ERCD’s administrative team (budget and finance, human resources and procurement);

· Undertaking special projects in support of the RMS implementation in the Department.

Conditions of service

UNRWA offers an attractive compensation package including annual salary starting at $70,647 net tax free with post adjustment of 55.9% (subject to change without notice). All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Other benefits, subject to eligibility, include:

Additional information

The incumbent will be required to travel regularly inside and outside the Agency's area of operations.

To qualify for this position, you will need:

Education

Advanced university degree (Master’s or equivalent) from an accredited educational institution in political science, international relations, business or public administration, law, economics, development or humanitarian studies or a related discipline; a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.

Work

experience

At least 8 years of progressively responsible and relevant experience, if possible in a context of resource mobilization, including in a supervisory capacity and two years at the international level, in large public, international or non-governmental organizations. Experience in planning and monitoring progress towards set goals and exposure to budget preparation and, if possible, income forecast.

Language(s)

Excellent command of written and spoken English; Knowledge of Arabic would be a strong asset.

Desirable qualifications

· Experience in donor relations;

· Experience in development and humanitarian work;

· Knowledge of UNRWA and the Palestine refugees issue;

· Knowledge of the UN System;

You will also need to demonstrate the following competencies:

· Demonstrated abilities in team leadership and collaboration and ability to establish and maintain effective working relationships with people of diverse backgrounds, culture and nationalities;

· Strong planning and monitoring abilities;

· Financial and budgetary analysis skills;

· High level of written and verbal communications skills, including the ability to present and analyze information and data in a clear and instructive manner and articulate ideas in a clear and concise style;

· Strong analytical and evaluative skills combined with good judgement;

· Positive attitude, solutions orientated, flexibility;

· Excellent organizational skills.
