Your Typical Day

As a Senior Deputy Director (one of only two deputy directors reporting directly to the most senior UN official in Gaza – the Field Director) of UNRWA Operations (Programmes), on a typical day you may:

  • Perform daily leadership, coordination and management tasks relating to the Field’s services – entailing 13,000 staff and a budget of over 510 million USD per year – 45% of the Agency’s total expenditure;
  • Meet with high-level donors and governments representatives and the larger UN country team to respond to questions, concerns, and facilitate support in ensuring UNRWA’s operations;
  • Respond emergency queries from your Field Programme chiefs in the areas of education, health, relief and social services, infrastructure and camp improvement, microfinance and community mental health programmes;
  • Meet with the senior management team and develop the Field Implementation Plan and Biennium Budget;
  • Work with chiefs of the Field Programme areas to develop the Mid-Term Programme Strategy, ensuring an integrated approach to programme management;
  • Perform the task of the Acting Field Director during the Field Director’s absence;
  • Manage and oversee finance, human resources and performance management issues in line with the UNRWA Regulatory framework;
  • Meet with the head of the Operations Support Officer programme, to guide and provide oversight to operations;
  • Lead reform initiatives throughout your programme areas;
  • Coordinate with the Area Staff Union chairperson and Education, General Services and Manual Workers sector chairpersons to resolve issues and disputes between staff, the staff union and field management;
  • Act as the Field security focal point and liaise with the Agency’s Chief Security Adviser and the UN Department of Safety and Security in the Field, when required.

Salary and Benefits

UNRWA offers an attractive and competitive compensation package including annual salary starting at $96,865 net tax free, plus post adjustment of 51.0%** (subject to change without notice) and additional benefits and allowances (if eligible):

  • dependency allowances – net payments (for spouse and children)
  • rental subsidy – net payments
  • education grant – net reimbursement of large portion of actual costs for children’s education
  • home leave travel – regular visits to your family or home country
  • pension fund entitlements – under the UN Joint Staff Pension Fund, a highly successful pension funds scheme limited only to UN staff participants;
  • comprehensive health insurance, and optional life insurance;
  • disability protection;
  • 6 weeks (30 working days) annual leave

Additional benefits available to staff working in Gaza:

  • Hardship allowance – net payment
  • Non-family service allowance – net payment
  • Rest and recuperation leave every 8 weeks (subject to change without notice);
  • Family visit travel – alternating with home leave to visit your family;

To be considered for this role you will need, at a minimum:

· An advanced university degree (Masters or PhD) from an accredited educational institution in political science, social science, public or business administration, or international relations.

· At least 15 years of professional experience, including at least eight years managing large-scale, multi-sector programmes in a large governmental or international organization, outside one's home country.

· Significant experience in managing large teams.

· Excellent command of spoken and written English.

· A willingness to travel frequently throughout the Agency’s areas of operation in the Middle East.

A stand-out candidate will also have:

· Knowledge of activities of UNRWA operations and services;

· Knowledge of Middle Eastern geo-political realities and its socio-cultural implications;

· Experience with United Nations administration/financial policies and practices;

· Working knowledge of Arabic.
