Under the direct supervision of the Deputy Director of Health and Chief, Medical Care Services at Headquarter Amman, the Health Policy and Planning Officer is responsible for monitoring and evaluating the implementation of the health work plan and policy against established health targets and performance indicators. In accordance with the established Agency policy and procedures, the incumbent will:

Primary Duties and Responsibilities

· Advise Health Department staff on the formulation, implementation and evaluation of UNRWA health policy, particularly on technical aspects of programme implementation and achievement of expected results; support the design and management of effective information flows to, from and within the health sector ensuring awareness of, and adherence to key planning deadlines;

· Provide support to the Director of Health in planning, monitoring and evaluation of interventions related to human resources for health, integrated health information systems, monitoring the achievement of major global, regional and national targets (SDGs); enhance and facilitate interaction with other relevant sectors on cross-sectorial issues;

· Contribute, through regular assessment, to the improvement of health services performance in order to provide quality health services that are efficient and equitable;

· Provide support for the development of strategic orientations such as policies, strategic plans and guidelines related to the strengthening of UNRWA Health Programme;

· Design and lead epidemiological research studies; advise the Health Department staff on identifying and conducting research and on the use of research findings;

· Use available and developed managerial tools for monitoring, evaluation and reporting; produce regular reports on implementation and achievements; ensure quality and standards in adherence to WHO guidelines;

· Provide in-house training and organize seminars on strategic and operational planning processes for UNRWA staff at HQ and Field levels.

Professional Knowledge and Experience

· A university degree from an accredited educational institution in Medicine with a Master in Public Health with concentration on Health Services Management or a related discipline;

· At least eight years of experience in public health management including planning processes, performance management, monitoring and evaluation in a large governmental or international organization of which five years should have been at an international level in planning, implementing, monitoring and evaluation of health systems delivery programmes, including two years of relevant experience outside one’s home country;

· Excellent command of written and spoken English.

Competencies

· Good knowledge of health planning methods;

· Good practical knowledge of health economics and its link to public health approaches;

· Good managerial and leadership skills;

· Positive attitude and strong analytical, interpersonal and communication skills;

· Ability to establish and maintain effective work relations in a multi-cultural, multi-ethnic environment;

· Excellent writing and drafting skills;

· Strong understanding of concepts and approaches relevant to assessment, monitoring and evaluation;

· Strong competency in conceptualizing and designing policies and strategic frameworks.

Desirable Qualifications

· Knowledge of Arabic;

· Substantial practical experience of research and policy development pertaining to Health

Additional Information

The incumbent may be required to travel frequently within the UNRWA’s Area of Operations.

Equivalency

When the minimum requirements are not fully met, the Human Resources Department may substitute part of the unmet requirements under UNRWA’s equivalency determination guidelines with a combination of relevant academic qualification, additional professional training and/or progressive relevant work experience. Note: Work experience alone or formal qualifications with no relevant work experience are not considered sufficient for an equivalency determination.

Conditions of Service

UNRWA offers an attractive compensation package including annual salary starting at $70,647 net tax free with post adjustment of 36.4% (subject to change without notice). Other benefits, subject to eligibility, include education grant, home leave, pension fund, health insurance, 6 weeks of annual leave, and other allowances such as dependent spouse, single parent or child allowance as applicable. All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Initial contract is for two years**,** with the possibility of further extensions subject to the availability of funds, satisfactory performance and the continuing need for the post.
