Under the direct supervision of the Chief Protection Division and as part of the Protection Division at UNRWA headquarters in Amman, the Senior Protection Officer (Mainstreaming) is responsible for leading and coordinating activities to ensure that protection is mainstreamed into the Agency’s service delivery and programmes in conjunction with other relevant HQ departments, representative offices and protection staff in all the fields of operation: Jordan, Lebanon, Syria, West Bank and the Gaza Strip. In accordance with the established Agency policy and procedures, particularly in relation to protection, the incumbent will:

Primary Duties and Responsibilities

· Lead the integration and mainstreaming of UNRWA’s Protection Policy and standards in the Agency’s service delivery and programmes; develop strategic vision and guidance on protection mainstreaming including by supporting field offices to undertake annual protection audits, needs assessment, develop work plans, implementation and monitoring and evaluation;

· Provide technical support and guidance to field office-based Protection Officers (Mainstreaming) and Headquarters Programme Protection Focal Points to develop adequate knowledge, leadership and capacity to mainstream protection and other cross-cutting issues within their programmes and services, including the development of relevant coordination mechanisms such as working groups and task forces;

· Lead the development of key guidance and tools related to addressing individual protection cases through case management and referral systems. Provide technical advice to field offices through the dissemination of standards and procedures to support field offices to establish referral systems and provide technical and substantive input to the creation of a protection information management system in line with international standards;

· Support the development and delivery of an Agency-wide protection training and knowledge-building strategy and plan, including the development of standard training materials based on clearly defined standards and competencies;

· Develop and maintain effective external relations with a range of protection partners and other agencies to strengthen protection within UNRWA though strategic partnerships.

Professional Knowledge and Experience

· Advanced university degree from an accredited educational institution in public or business administration, social sciences, international law, international relations or related discipline;

· Minimum eight years of relevant professional experience including at the field level in the area of protection programming and mainstreaming, including at least two years of international experience outside one’s home country;

· Experience in the design, development, implementation, evaluation and monitoring of protection-tailored projects and with humanitarian programme management;

· Previous work experience with establishing case management and referral systems to address individual protection cases;

· Fluency in spoken and written English.

Competencies

· Leadership of complex strategy and guidance processes Agency-wide to develop and take forward protection mainstreaming activities and demonstrate results;

· In-depth knowledge of best practice approaches to protection mainstreaming;

· Planning and organization of protection mainstreaming activities;

· Excellent communication skills (both written and oral) and demonstrated ability to handle sensitive situations diplomatically.

Equivalency

When the minimum requirements are not fully met, the Human Resources Department may substitute part of the unmet requirements under UNRWA’s equivalency determination guidelines with a combination of relevant academic qualification, additional professional training and/or progressive relevant work experience. Note: Work experience alone or formal qualifications with no relevant work experience are not considered sufficient for an equivalency determination.

Desirable Qualifications

· Knowledge of activities of UNRWA operations and services;

· Knowledge and understanding of the Palestine refugee situation and the political context of the Middle East;

· Previous work experience in refugee settings, preferably with international organizations or other relevant international non-governmental organizations;

· Experience working in emergency situations;

· Working knowledge of Arabic.

Additional Information

The incumbent will be required to travel frequently within the Agency’s area of operations in the Middle East.

Conditions of Service

UNRWA offers an attractive compensation package including annual salary starting at $70,647 net tax free with post adjustment of 36.4% (subject to change without notice). Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance, 6 weeks of annual leave and other allowances such as dependent spouse, single parent or child allowance as applicable. All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Initial contract is for one year**,** with the possibility of further extensions subject to the availability of funds, satisfactory performance and the continuing need for the post.
