The incumbent of this post reports directly to the Senior Poverty Advisor and leads the Agency Social Transfers under the Social Safety Net Programme (SSNP) in line with the overall social protection and poverty framework. In accordance with Agency policy and procedures, the incumbent will:
Primary Duties and Responsibilities
• Lead the Agency Social Transfers under the Social Safety Net Programme (SSNP); monitor and track the budget and expenditure ensuring the usage of donor funds for such specific purposes; assesse and recommend solutions for expected expiring or earmarked funding or potential shortfalls; liaise with the concerned staff at Headquarters and Fields the required actions;
• Contribute to the formulation of the poverty strategies and objectives in compliance with UNRWA’s overall policies, and to the development and periodic update of relevant guidelines and monitor adherence by the concerned staff in the fields;
• Provide guidance and technical support to the related staff in the Fields and coordinate with them and other Departments the implementation of the social transfers including those activities related to emergency, as required;
• Contribute to the annual programme of work, including developing key performance indicators (KPIs), data collection, audit; review and technically analyse the Fields’ reports, provide feedback and make appropriate recommendations; prepare periodic and Ad-hoc reports for internal and external use;
• Draft project funding reports for donors and develop funding proposals and associated budgets for social transfer activities, at HQs level;
• Monitor the quarterly statistics reports on the delivery of the social transfers; performs trend analysis, and examine the data on beneficiaries and provide inputs for overall planning; initiate and lead technical studies for the improvement of Social Transfers systems;
• Identify the human resources and technical skills required for the Relief and Social Services staff, related to his/her domain, in coordination with Field Offices; manage their technical development including identification of training needs and deliver specialized training, as required.
Professional Knowledge and Experience
• An Advanced university degree from an accredited educational institution in social sciences, management, public administration or a related discipline;
• At least seven years’ experience in social work, social transfers, community development, or closely related discipline, of which at least three years of professional experience in the social development field in the areas of social policy development, setting-up guidelines, planning, monitoring of budget and evaluation, supervising and training technical staff;
• Excellent command of spoken and written English and Arabic.

• Ability to conceptualize, innovate, plan and execute ideas; ability to convey concepts and recommendations to staff at senior levels, both orally and in writing;
• Ability to plan and conduct training and develop training manuals/materials relevant to the areas of specialization;
• Ability to write concise project proposals and reports;
• Excellent interpersonal skills, including ability to operate effectively across organizational boundaries and in multiple locations;
• Ability to take initiative and maintain cordial relationship with all concerned, to achieve organizational goals;
• Ability to coordinate the work of others, work under pressure and meet tight deadlines;
• Ability to establish and maintain effective partnerships and working with internally displaced or refugee population with sensitivity and respect for diversity;
• Ability to develop clear goals and identify priority activities and assignments;
• Ability to operate standard computer software used by the Agency and experience in utilizing spreadsheets, database software and Power Point;
• Willingness to keep abreast of new development concepts, approaches and proven ability to exercise initiative.
Desirable Qualifications
Experience and familiarity with donor rules and regulations.
Equivalency
When the minimum requirements are not fully met, Field Director for Field Area staff and Director of Human Resources for Headquarters Area staff, in consultation with the concerned supervisor may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.
NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
Additional Information
• The incumbent will be required to travel occasionally in the Agency’s area of operations;
• The incumbent may be required to work beyond regular working hours.
Conditions of Service
The fixed term appointment is for 3 years including 1 year probation period. Monthly basic salary JD 1086.60 plus special occupation allowance of 69.9% of the basic salary. Other benefits include monthly Provident Fund contribution (15% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable).
