Projects and Resources Manager

Under the direct supervision of the Chief, Information Management Division and in close coordination with SAP Application Coordinators and Head, Core Applications Section, and relevant Departments and Divisions, theProjects and Resources Manager will:
Primary Duties and Responsibilities
· Plan, supervise and control the execution of the Applications implementation and deployment projects by defining detailed implementation plans, project resource allocation including contracts and budgets, measuring and evaluating the progress against set indicators and timelines and ensuring lessons learnt are properly incorporated into the project cycle management;
· Monitor the overall projects' progress versus the Master Plan; resolve or develop and recommend solutions to the Division Chief with regard to any significant issues or variances; manage, track and update the Agency-wide work plans and System Integrator Delivery work plan task progress; alert task owners of any issues and escalate unresolved issues accordingly;
· Coordinate with respective stakeholders across the Agency their engagement and contribution to pertinent projects and ensure an integrated approach to building cost-effective business solutions to enhance project planning and execution; coordinate the preparation of meeting presentations, status reports, updates and briefings on the progress of implementation in support of the Division Chief to enlist collaboration and support for the Division’s projects and ensure their alignment with strategic objectives of client departments;
· Facilitate working sessions to a varied audience, ranging from executives to team members and promote a collaborative team approach across functions and organization levels to ensure effective and efficient implementation of the Division’s portfolio of projects;
· Provide overall direction and management to the Applications Support service desk function ensuring effective end-user support Agency-wide including implementation of plans, budget and allocation of resources.
Professional Knowledge and Experience
· An advanced university degree from an accredited educational institution, in management, information systems, computer science, software engineering, business administration, industrial engineering, project management or a related field;
· A minimum of eight years of experience in Applications and SAP programme management or related fields in large international settings/organizations, including two years of international experience outside one’s home country;
· Demonstrated experience in large scale Software Development and ERP programme management, specifically SAP through ASAP methodology, management of system integrators and other geographically distributed resources;
· Demonstrated experience in programme and project management methodologies and practices developed in complex Applications Development Programmes;
· Excellent command of spoken and written English.

· Ability to develop operational plans for Applications implementation, develop work plans, direct others in the execution of the project, and ensure timely delivery of results;
· Mature judgment, initiative, and resourcefulness; proven ability to ensure an effective work structure to maximize productivity and achieve goals;
· Excellent interpersonal skills, including ability to operate effectively across organizational boundaries; ability to establish and maintain effective teams and partnerships and working relationships in a multi-cultural multi-ethnic environment with sensitivity and respect for diversity;
· Proven record of building and managing teams and creating an enabling work environment including ability to effectively lead, supervise, mentor, develop and evaluate groups of staff and design training/skills enhancements initiatives to ensure effective transfer of knowledge/skills;
· Excellent communication skills, including ability to present and defend difficult positions to senior officials.
Desirable Qualifications
· Experience in current knowledge management strategies and enterprise resource planning practices in a global setting;
· Knowledge of the administrative systems utilized by the United Nations;
· Vendor Management experience; certification as a Project Management Professional (PMP) or equivalent.
Additional Information
· The incumbent may be required to work beyond normal working hours;
· The incumbent will be required to travel within the area of operations in the Middle East.
Equivalency
When the minimum requirements are not fully met, the Human Resources Department may substitute part of the unmet requirements under UNRWA’s equivalency determination guidelines with a combination of relevant academic qualification, additional professional training and/or progressive relevant work experience. Note: Work experience alone or formal qualifications with no relevant work experience are not considered sufficient for an equivalency determination.
Conditions of Service
UNRWA offers an attractive compensation package including annual salary starting at $73,338 net tax free with dependants or $68,294single, plus post adjustment of 47.2%(subject to change without notice). Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks of annual leave. All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Initial contract is for two years, with the possibility of further extensions subject to the availability of funds and the continuing need for the post.
