Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. Under the supervision of the Field Programme Support Officer, the Associate Donor Relations and Projects Support Officer (ADR&PSO) will be responsible for coordinating the implementation of the Project activities and supporting relevant programme departments in managing the project component under their respective responsibility. In accordance with the established Agency policy and procedures, the incumbent will:

Primary Duties and Responsibilities

● As assigned by the Field Programme Support Officer, manage all aspects related to the EU-funded project of “Strengthening the Resilience of Palestine refugees in Syria”;

● Formulate high-quality and responsive project reports and updates in coordination with Syria Field Front Office and respective field departments;

● Monitor the implementation of the project in coordination with relevant field departments and verifies adherence to the donor requirements;

● Assist in building the capacity of field department staff to manage projects and prepare reports; take lead with the writing, editing, formatting, and proof reading of all project documents;

● Ensure that Project Cycle Management (PCM) principles are incorporated into the formulation and implementation of the project.

Professional Knowledge and Experience

● University degree from an accredited educational institution in International Relations, Political Science, Development or Humanitarian Studies, Public Administration, Social Sciences or other related field;

● At least four years’ experience in international cooperation project management in the context of donor governments or international non–governmental organizations, including 2 years of international experience outside one’s home country;

● Excellent command of written and spoken English.

Competencies

● Good grasp of contemporary development principles, issues and concepts;

● Excellent research and technical report drafting skills;

● Ability to develop clear goals and identify priority activities and assignments;

● Supporting and advising on multiple projects with changing priorities and deadlines without compromising on quality;

● Proficiency in computer applications including statistical applications, word processing, spreadsheets and databases;

● Ability to establish and maintain effective working relations with staff and outside collaborators.

Desirable Qualifications

● Experience in the management of international cooperation projects funded by the European Union;

● Knowledge of Arabic.

Additional information

The incumbent will be required to travel in UNRWA’s Area of Operations in the Middle East.

Equivalency

When the minimum requirements are not fully met, the Human Resources Department may substitute part of the unmet requirements under UNRWA’s equivalency determination guidelines with a combination of relevant academic qualification, additional professional training and/or progressive relevant work experience. Note: Work experience alone or formal qualifications with no relevant work experience are not considered sufficient for an equivalency determination.

Conditions of Service

UNRWA offers an attractive compensation package including annual salary starting at starting at $46,026 net tax free with post adjustment of 36.5% (subject to change without notice). Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks of annual leave and other allowances such as dependent spouse, single parent or child allowance as applicable. Syria is currently a non-family duty station. Staff members based in Syria are entitled to additional benefits, subject to eligibility, including non-family service allowance, hardship allowance, danger pay and R&R leave, currently every 4 weeks (according to the UN classification of the duty station) but subject to change without notice. Initial contract is for one year, with the possibility of further extensions subject to the availability of funds, performance and the continuing need for the post.
