Under the direction of the Director of Internal Oversight Services, the Chief Audit Division is responsible for the management of the assurance (internal audit and inspections) and advisory services division. In accordance with the established Agency policy and procedures, the incumbent will:
Primary Duties and Responsibilities
· Provide oversight, guidance and support to AAS staff, and monitor the implementation and quality of all planned AAS Division outputs and deliverables, including audit recommendation follow up; contribute directly to the audit of serious matters;
· Develop the assurance and advisory services risk based audit and inspection work plan, in consideration of resource capacity;
· Develop the internal audit and inspection methodology, policy and practices, and quality assurance improvement programme (QAIP) with regard to planning, implementation, reporting, follow-up, etc, in accordance with IIA professional standards and best practices;
· Manage AAS staff resources, including recruitment and retention, learning and training, performance, etc.;
· Develop the AAS strategy, short-term and long-term goals, prepare progress reports (status and annual) to Advisory Committee of Internal Oversight (ACIO) and reports to donors and AdCom, as required;
· Coordinate and liaise with external parties as required, including UNBOA, and external donors.
Professional Knowledge and Experience
· An advanced university degree from an accredited educational institution in business administration or other discipline related to the main requirements of the post;
· Certification of a professional body of auditors such as the Institute of Internal Auditors, the Information Systems Audit and Control Association, the Association of Certified Fraud Examiners, and/or a Chartered or Certified Association of Accountants;
· Quality Assurance (IIA) Certification;
· A minimum of ten years of progressively experience in managing a variety of internal audits (operational, performance, compliance, etc) and managing audit staff, including a minimum of six years at a senior supervisory level in an international organization; including at least two years of experience at international level outside one’s home country;
· Proven experience in Information and Communication Technology (ICT) audits;
· Fluency in written and spoken English.

· Sound judgment on importance/priority/confidentiality of issues;
· Technical: Excellent knowledge of the processes and ability to implement throughout all stages in the audit life cycle, and an ability to see the detail as well as the big picture;
· Project Management: Strong skills in prioritisation of tasks, organisation, time management, multi-tasking, flexibility, and the ability to quickly adapt to changing work requirements;
· Communication: Excellent English writing skill is a critical requirement needed in the review and preparation of reports, presentation, emails and proposals and in frequent communications with stakeholders;
· Leadership: Ability to lead and motivate a team in a multicultural setting, ensuring a positive and strong team environment and continuous development of staff;
· Teamwork: Good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural and multi-ethnic environment with sensitivity and respect for diversity and gender balance.
Equivalency
When the minimum requirements are not fully met, the Human Resources Department may substitute part of the unmet requirements under UNRWA’s equivalency determination guidelines with a combination of relevant academic qualification, additional professional training and/or progressive relevant work experience. Note: Work experience alone or formal qualifications with no relevant work experience are not considered sufficient for an equivalency determination.
Desirable Qualifications
· Working knowledge of UN financial rules, regulations and procedures;
· Good knowledge of the conditions prevailing in the Agency’s areas of operations with the ability to appraise and assess the implications of economic, political, cultural and historical variables in those regions.
Additional Information
The incumbent will be required to travel in the Agency's area of operations.
Conditions of Service
UNRWA offers an attractive compensation package at the standard P-5 level with post adjustment of 37.8% (subject to change without notice). Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks of annual leave. All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Initial contract is for two years**,** with the possibility of further extensions subject to the availability of funds, satisfactory performance and the continuing need for the post.
