CONSULTANCY - TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.**

Description of Duties and Responsibilities

Working under the supervision of the Field Programme Support Officer, Programme Support Office. The Consultant will:

  • Formulate humanitarian and other projects progress reports for submission to donors, based on results-based Monitoring & Evaluation. Ensure the quality and timely submission of the reports, in coordination with Donor Relations and Project Officers and External Relations department, as necessary;
  • Contribute to development of progress and annual reports for the Emergency Appeal and any HQ related reports;
  • Analyse Syria specific development and humanitarian data/documents and provide inputs for reporting and documentation purposes;
  • Draft project proposals, PowerPoint presentations and necessary briefing documents for donors, in close coordination with Donor Relations and Project Officers and respective programmes based on needs and funding gaps;
  • Provide editing and proof-reading for documents that will be issued from the Programme Support Office to external partners. Ensure the quality and appropriateness of all documents by making the language more clear and concise without diluting or changing technical content, ensuring references are complete and using appropriate words with correct grammar and syntax.
  • Formulate a basic Writing and Reporting Manual, according to UN editorial style manual;
  • Formulate templates for proposals, progress and final reports, official letters, factsheets, newsletters etc.;
  • Provide a writing workshop for project officers from all programmes;
  • Any other duties assigned by the supervisor;

minimum Qualifications and Experience

  • A university degree from an accredited educational institution in literature, public policy, social science, international studies or related field;
  • A minimum of 5 years, of progressively experience in editing, writing, proofreading in the areas of international development, including a minimum of 2 continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number;

· Proven record of edited reports, publications or technical documents in English;

dESIRABLE QUALIFICATIONS

  • Experience in publication/report writing and editing for a UN agency and/or other international organizations is desired;
  • Experience in professional editing in the area of audit, evaluation, international development or public sector is desired;

COMPETENCIES

  • Outstanding command of written and spoken English is required; Excellent writing and editing/reviewing skills;
  • Demonstrate strong written communication, research and analytical and ability to rapidly integrate information from various sources;
  • Technical skills in production, editing, and ability to write quickly, clearly and concisely in English;

CONDITIONS OF SERVICE

· The duration of the consultancy which is home-based, is for six months, with the possibility of renewal, and an expected start date of 01 September 2021;

· Remuneration will be monthly fees of $4,867/month;
