CONSULTANCY - TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.

Consultancy – Major Donor Manager

BACKGROUND

With a total budget over $1.3 billion, UNRWA’s services encompass education, health care, social assistance, protection, microfinance and emergency relief. As UNRWA is funded almost entirely by voluntary contributions, it has created a Private Partnerships Division to assist in diversifying its income base amongst the private sector.

The Consultant will sit within the Private Partnerships Division at UNRWA and directly report to the Chief of Private Partnerships, as well as work closely with national committees, fields and programme departments. The position will help UNRWA manage relationships with individual Major Donors as well as High Net worth Individual (HNWI) prospects, and develop the systems to efficiently steward these donors to successful long-term sustainable income.

Description of Duties and Responsibilities

Funding Strategy

· Work with the Chief of Private Partnerships Division (CPPD) to establish funding goals for a portfolio of Major Donors, each with the capacity to support UNRWA’s work at the $5,000+ per annum level;

· Monitor and analyse philanthropic trends and advise on Major Donor engagement strategies to enable UNRWA to prepare and strategically position themselves for future opportunities, particularly in the Middle East

Prospect Identification

· Identify, research and profile all Major Donor prospects, from UNRWA’s existing donor database and networks, as well as high net worth prospects creating a strong pipeline of high value donors, particularly in the Middle East

· Work with CPPD and relevant colleagues to develop donor development plans including innovative and clear solicitation strategies for key Major Donor prospects;

· Oversee accurate database record of major donors and prospects and maintain pipeline;

· Work with UNRWA National Committees to assign regional Major Donors and prospects to National Committee teams;

Cultivation, Solicitation and Stewardship

· Engage UNRWA’s current and lapsed Major Donor supporters and develop and implement development plans to move supporters towards giving at a higher level;

· Provide personalised acknowledgement of all major gifts received by the organization from private individuals, building loyalty of supporters to UNRWA;

· Develop clear, compelling presentations, proposals, and reports tailored to individual Major Donors and prospects;

· Ensure tasks are properly prepared and are delivered within agreed timeframes from first meeting/contact with prospects;

· Keep accurate records of all meetings and communications with donors;

· Establish a robust donor development plan for each Major Donor, including elaborating recognition strategies, site visits, and planning and reporting procedures to optimize income growth and donor satisfaction;

· Support the involvement of the CPPD and Director, External Relations and Communications in high-level Major Donor solicitation and relationship management with briefing materials, agendas, background research and appropriate follow-up.

minimum Qualifications and Experience

· An advanced university degree from an accredited educational institution in fundraising/marketing, business or public administration, communications or relevant field;

· A minimum of five years track record in securing donations from major donors and high net worth individuals in the nonprofit sector or with UN organizations; with demonstrable experience of partnership development;

· Strong knowledge of the principles and practices of major donor fundraising;

· Experience of working with HNWI’s and Major Donors in the Middle East;

· Technical skills in the complete fundraising cycle: e.g. market research, strategy development; budgeting and donor relationship management;

· Strong interpersonal skills and an ability to interface professionally with high net worth individuals. Must be sensitive to donors’ interests and possess a thorough understanding of the development process;

· Understanding of Philanthropy, particularly in the Middle East, USA and UK;

· Understanding of international development issues, the situation of Palestine refugees is essential;

· Results-oriented, project management and planning skills, as well as the ability to bring donor solicitations and proposals to successful closure;

· Excellent command of verbal and written English and Arabic.

· Accountability: Takes ownership for all responsibilities and honors commitments; Delivers outputs for which one ha responsibility within prescribed time, cost and quality standards; Operates in compliance with organizational regulations and rules; Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

DESIRABLE QUALIFICATIONS

· Excellent organizational skills, an ability to work independently with minimal direction, and an ability to work well with others;

· Proactive and action-oriented personality; strong sense of pace and urgency;

· Excellent computer skills, including Excel, Word, and PowerPoint.

CONDITIONS OF SERVICE

· The duration of the consultancy is six months, tentatively based in Amman, exact location to be determined later;

· Remuneration will be based on an annual P3 ICSC salary and will depend on the qualifications and experience of the successful applicant.
