CONSULTANCY - TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.

Consultancy – E-Health Quality Control Support (Local)

BACKGROUND

UNRWA health programme continues to deliver essential, lifesaving and comprehensive primary health care (PHC) services to Palestine refugees through a network of 143 primary health-care facilities. UNRWA health services aims to protect, promote and preserve the health of Palestine refugees throughout all the stages of their life cycle. In addition, health programme help refugee patients obtain access to secondary and tertiary health care services.

To address the changing needs of Palestine refugees, UNRWA undertook a major reform initiative in in 2009 to develop e-Health system and to support the in 2011 Family Health Team (FHT) approach launched in 2011. This approach emphasizes on person-centered health services, focusing on individual and their family, and particular attention to the doctor-patient relationship, aiming to reduced waiting time and increased contact time with the health service providers to improve the overall services.

UNRWA requires up-skilling quality control consultant who can to work with the e-Health team and perform the duties listed below.

DESCRIPTION OF DUTIES AND RESPONSIBILITIES

· Participates in the ongoing major quality improvement exercise and quality control for E-Health System, which includes:

o Identification/documentation of the e-Health data dictionary, and needed input and output changes to ensure data quality and consistency according to TIs;

o Documenting and reviewing how each function of the system should work according to the technical instruction and checking each function of system against the documented check sheets. The functions of the system include all screens, reports and queries of the system;

o Validations required to improve data quality in UNRWA e-Health system;

o Selecting data sets to test prior to large scale data cleansing;

o Preparing, reviewing and executing test cases;

o Writing quality documents (test plan, traceability matrix, etc);

o Creating and ensuring successful implementation of the User Acceptance Plan;

o Preparing/updating the e-Health User’s Manual/Online training courses and User Acceptance check list;

· Proposes corrective solutions and actions for system processes related concerns; changes/updates/fixes on the e-Health system to fulfill the quality exercise requirements;

· Prepares the project documents updates (Operations procedures documents and User’s guide according to the latest version of the e-Health system);

· Assists in providing relevant technical support, training and guidance to field staff on the e-Health;

· Assists in studying and reviewing the developed new requirements documents for e-Health;

· Performs such other duties as may be required.

MINIMUM QUALIFICATIONS AND EXPERIENCE

· A university degree from an accredited educational institution in computer science, information systems, or related discipline;

· Minimum 4 years of experience in web-based software systems’ implementation, support and quality control, software systems’ end users training, with minimum 1 year in e-Health systems;

DESIRABLE QUALIFICATIONS

· Knowledge in Health mobile Applications;

· Knowledge in primary health care business;

· Knowledge of UNRWA’s e-health system.

COMPETENCIES

· Very Good command of written and spoken English.

· Good interpersonal skills;

· Work under pressure and meet tight deadlines;

· Team work with e-Health Focal Points in the field to conduct user’s quality checks;

· Motivation to work with all fields and meet the deadlines effectively.

CONDITIONS OF SERVICE

· The incumbent will be working from HQ Amman;

· Duration of consultancy is 9 months with the possibility of extension upon availability of funds.

· Remuneration will be based on the qualifications and experience of the consultant.
