CONSULTANCY - TERMS OF REFERENCE
UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.

Background
The above mentioned consultancy is aimed at identifying practical and measurable green Mechanical, Electrical & Pluming (MEP) building design, construction, operation and maintenance solutions for UNRWA premises that are expected to result in direct savings by lowering heating, cooling and electricity bills as well as water bills and in minimizing the negative effect of energy consumed in the operation of UNRWA premises.
The consultant will work under the direct supervision of the Chief Architecture Division – Infrastructure and Camp Improvement Department – Headquarters Amman and in close collaboration with Infrastructure and Camp Improvement Department staff at all fields.
Description of Duties and Responsibilities
The consultant shall be responsible for the following tasks:
- Provide input to Energy and Water Policies as related to MEP systems, appliances and equipment;
- Provide different options covering at least each of the items listed in the table below elaborating on the impact of these solutions on cost as well as on the Operation and Maintenance (Life Cycle Cost), explaining the effect of each on energy/water savings and on initial and running costs;
- Develop efficiency and effectiveness indicators to measure performance of proposed intervention/level based on cost-effectiveness and potential impact;
- Assign weight (assigning points for each intervention based on cost/benefit analysis for and other issues such as maintenance, availability in the market….) for each of the proposed interventions based on the developed indicators;
- Review the policies and insert the MEP input in the policies and associated discussion papers.

Essential Qualifications and Experience
· Advanced university degree from an accredited educational institution in Mechanical/Electrical Engineering;
· A minimum of seven years’ experience in the field of Green design;
· Excellent command of written and spoken English.

Knowledge and holistic view in the subject matter and holistic approach to the process and constraints leading to the provision of the technical support;
· IT skills: able to use relevant software to perform the necessary experiments and simulation and access to relevant software;
· Work Quality: Maintain high standards; produce professional work;
· Planning and prioritization: Prepare and implement plans, work well under tight deadlines, handles multiple concurrent activities and solve potential conflicts in schedules;
· Effective communication: Possess strong analytical, interpersonal and communication skills with internal and external stakeholders;
· Ability to articulate ideas in a clear and concise manner;
· Strong writing and editing experience in English.
CONDITIONS OF SERVICE
· The duration of the assignment will be three months;
· Formal review of work performance will be carried out against the set targets which will be agreed upon at the outset of the assignment, within one week from the starting date;
· Monthly remuneration for this consultancy will be negotiated with short-listed candidates once the technical evaluation is conducted and will depend on the range and extent of experience and qualifications. 25% of the monthly remuneration will be paid upon the satisfactory completion of all works.
