CONSULTANCY - TERMS OF REFERENCE
UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.
Consultant - Protection from Sexual Exploitation and Abuse (PSEA) Training Specialist, HQ Amman, Jordan
BACKGROUND
Located in UNRWA Headquarters, Amman Jordan, the Ethics Office was established in 2009 to assist the Commissioner-General in nurturing a culture of ethics, integrity and accountability, and thereby enhance the trust in, and the credibility of UNRWA, both internally and externally.
The UNRWA Ethics Office has a number of key responsibilities, including developing standards, training and education on ethical issues, providing advice and support to staff and undertaking the responsibilities of Agency-wide coordinator under the Agency's policies for preventing and responding to Prohibited Conduct, as well as Sexual Exploitation and Abuse.
Description of Duties and Responsibilities
The consultant will be supervised by the Coordinator of the Sexual Misconduct Task Force and will undertake the following tasks:
· Compile and review protection from sexual exploitation and abuse (PSEA) training presentations and materials on from UNRWA and other UN entities that cover key topics including definitions, case studies, complaints and investigations process, the incident reporting form, survivor/victim-centred approach, referral to support services, informed consent, risk assessment and mitigation, outreach initiatives, and community based complaints mechanisms
· Liaise with PSEA Coordinators in UNRWA areas of operation to ensure that material relevant to UNRWA’s operational context are reflected in the final product.
· Consult with PSEA focal points in UNRWA field offices that the training addresses key questions and areas of concern.
· Coordinate with the Office of the Victim’s Rights advocate to ensure that developments related to the training module on a victim-centred approach are reflected or can be easily incorporated into the final product.
· Develop a series of training modules based on the topics outlined. The modules should include a variety of engaging learning tools and methodologies that can immediately be rolled out both in an in-person context, and in an online forum. Specific attention should be given to the development of an appropriate and engaging methodology for the online training.
· Develop the modules so that a more intensive specialized training can be easily condensed and adapted for shorter trainings that target different categories of staff ie) teachers, health workers, sanitation staff, social workers, managers, etc.
· Develop specific examples and materials relating to each area UNRWA’s programming (education, health, relief and social services, infrastructure and camp improvement, emergency, and operational support staff
· Develop monitoring and evaluation tools for the main variations of the training.
MINIMUM QUALIFICATIONS AND EXPERIENCE
· Advanced university degree (Master’s degree or equivalent degree) from an accredited educational institution in human rights, law, development studies, gender studies, social sciences, public health or another related field: a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.
· A minimum of 8 years of professional experience in PSEA and/or sexual and gender-based violence (SGBV), and/or gender mainstreaming - ideally with a focus in humanitarian and developing country context settings.
· Knowledge of PSEA trends and developments worldwide.
· Proven experience in training professional audiences.
· Professional knowledge of English.
· Skilled in use of computers and presentation software.
DESIRABLE QUALIFICATIONS
· Understanding of UN rules, policies, procedures and practices related to PSEA
· Familiarity with UNRWA and understanding of the Palestinian refugee context
· Professional work experience in the Middle East
· Experience in developing online training methodologies
· Professional proficiency in Arabic (writing and speaking)

CONDITIONS OF SERVICE
· The consultant is expected to contribute approximately 54 days of support from 10 January to 23 March 2021.
· Remuneration for this delivery-based consultancy will be 20800 USD**
· The consultant's work will be home-based **
